BoardDocs is utilized for meeting agendas, other board-related information, and policies that enable FCS to distribute information quickly and efficiently with greater transparency. All documents associated with each board meeting will be automatically archived and can be accessed by meeting day or by using the system's search feature.
What is Done at Board Meetings?
Board meetings are held for the purpose of acting upon recommendations of the Superintendent, adopting the annual budget and tax rates, adopting policies, and authorizing the spending of funds. Although any matter may come before the Board, most school-related issues are handled through administrative channels.
When and Where are Board Meetings Held?
Regular Board meetings take place at 7:00 pm on the second Monday of every month at FCHS in the LGI room located at 2600 Cumberland Drive, Franklin with a few exceptions. When Special Meetings are called, or when a change in the time or place of a Regular Meeting becomes necessary, the change is announced to the public prior to the meeting.
How Can I Address the Board?

The Board of School Trustees recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on Corporation matters. There are two (2) different ways in which the public may address the Board:
- Any person who desires to address the Board concerning a scheduled public agenda item must register before the start of the meeting. A registration sheet will be available at the meeting location at least thirty (30) minutes prior to the meeting. Registration will close five (5) minutes before the scheduled start of the meeting.
- Any person or group wishing to place an item on the agenda shall register their intent with the Superintendent no later than fourteen (14) days prior to the meeting and include: 1) name and address of the participant 2) group affiliation, if and when appropriate 3) topic to be addressed.

Special Meetings may be planning/work sessions at which the Board receives reports and information from the superintendent regarding the management of the school district. During special meetings, Board Members have the opportunity to study and discuss specific topics in depth. Special meetings are open to the public. Although there is no formal public participation at special meetings, the Board may solicit comments from observers. Special meetings/work sessions may be called at any time by the Board.
The Board can meet in executive sessions to discuss personnel matters, labor negotiations, and other matters that are confidential as defined by the Open Door Meetings Law. Executive sessions can only be held by resolution at a regularly scheduled or advertised special meeting. All executive sessions are closed to the public, but the Board is not permitted to vote on the passage of any resolution while it sits in the executive session.
